Since Javier was a very wanted man in the US after 1899, he must have felt that being a wanted man in Mexico again was now safer in comparison. And surely he’d jump at the first possible chance to overthrow that government, since it’s the one that wanted him dead. Considering he’s involved with Ignacio’s tyrannical government and a friend of Allende, it’s likely that he worked with them to get them in power, not for the sake of revolution but just because they probably agreed to pardon him. By 1911, we see Javier still working for this new government because they’re the ones who dropped his bounty for helping them get into power.

I would imagine that, in addition to what you mentioned about the new government meaning amnesty for Javier, he would’ve also been in the revolution because it’s what he’s wanted.

Javier seems to be a socialist revolutionary. He cares a lot about the poor and often mentions them (including people in his village being castrated for not working hard enough), his dislike of the rich, and how he follows Dutch and his Robin Hood-like activities of giving money to the poor (which certainly used to be the case with Dutch). In addition, I think Allende may also be a communist; he references Marx’s “The Communist Manifesto” at some point, he was originally a poor peasant, and he has been described as a “radical idealist”. These signs would suggest that he might be a Communist or a Socialist, and if he is, then it’s even more reason why Javier would be.

So yes, I think that being granted amnesty is a big incentive for Javier to be involved in the 1910 and makes it more likely that he was involved, but equally importantly, if not more, it’s the revolution he has always wanted to have. That’s why I think he’s such an interesting character and why he was almost certainly involved in that revolution.
