Having the duel holsters like Dutch wouldn’t even be possible with the satchel on, unless you want very immersion-breaking clipping. If in some ideal world Rockstar decides to let us move/remove the offhand holster, they’d have to also include an option to remove the satchel. Like Petkoholic said, this would be a bit unrealistic. But then again, if Rockstar were to ever do this, maybe they could allow removable satchels at the cost of having less storage space. I personally would be in favor of this because as it stands, the amount of stuff you’re able to carry around at once is already very unrealistic.
