I've noticed that while playing story mode you are wanted dead or alive in the place across from van horn. I always thought it was just Guarma though I don't think rockstar would do this. What do you think?
Are you referring to the prison?
It's the Sisika Penitentiary.
It's above the prison, the land north-east of it. The land you can't explore.
The land under "post".
