I can’t see it happening, and if I’m honest, I don’t think Red Dead Redemption seems old enough to really need a remake at this stage. Say it did happen, expansions to the story would be good BUT I wouldn’t want anything too radical. I think a reference to Arthur would be good (even Hosea or Micah), or perhaps further mention of John’s daughter.
As for what @TimmysMaName95 is saying, I really like the Mexican chapter of Redemption and consider it my favourite part of the game. De Santa is certainly an interesting character, though exploring his character and backstory too deeply may feel too much like a distraction.
Regarding Bill and Javier, the latter was a Mexican revolutionary who then works for the government after the 1910 revolution, which would heavily imply that he was involved in it. Thusly, he became a hitman for Allende, so that’s why the Colonel protects him. With Williamson, it seems like Javier helped him into Mexico and then either asked Allende to protect him as well (who would’ve done so in a gesture of goodwill), or Williamson paid Allende to hide him from Marston.
This brings me on to my final point: I really like Javier and think that, in both Redemption games, he is not featured as much as he should be. He is supposedly a major gang member who has a rich backstory, so if Redemption had more story on him (his revolutionary activity, for instance), I’d gladly welcome it.
