Did R* confirm that he doesn't exist in the Redemption universe? Or just that Revolver isn't canon?
They said that Red Dead Revolver is “in its own universe”, so Red Harlow would be part of that and therefore not in the Redemption universe.
Right. However, going back to my Grand Theft Auto example, many of the same characters appear throughout both the 3D and HD eras of the games such as Lazlow Jones and Fernando Martinez. The band "Love Fist" plays a role in both Vice City and V. Occasional, the radio show's continuity continues the storyline presented in the earlier 3D era.
Despite the differing continuities, they have some of the same characters appear. I don't see why the same case can't be made for Harlow.
I’m not very familiar with GTA so I can’t comment on that. I don’t agree though, as I’d rather not twist Rockstar’s words with examples from a different series.
Rockstar compare Revolver’s canonity with that of Undead Nightmare, and I certainly wouldn’t consider UN to be canon to the Redemption story or in the same universe. Red Harlow is in the Revolver universe, which is not in the Redemption universe, so Red Harlow therefore wouldn’t be in the Redemption universe. Same applies to the undead. It’s the only logical deduction, in my opinion.

They've only said the events Undead Nightmare and Red Dead Revolver aren't canon to Redemption, they've never said anything about Red Harlow and the other characters. If they wanted to make it clear that those characters don't exist (in some form) in the Redemption universe, they wouldn't have references to them.
Saying they're fictional folk heroes and villains in the Redemption Universe is pure conjecture unless R* confirms that's particularly the case. We don't know if Harlow truly existed or if he's an urban myth.
I've guess that Rockstar Games wanted to make some shenanigans and debates regarding the canoncity of Red Dead Revolver anyway i've enjoyed alot the story, gameplay, music and characters of Red Dead Revolver the game alongside GUN are my favorites of the 6 generation of consoles.
Rockstar has said multiple times that Revolver is in it’s own canon separate from Redemption. Even before the release of the first Redemption game they were careful to make this distinction.
It is hinted multiple times in both Redemption games that Red Harlow is merely a myth or some sort of old west legend. People only talk about him in reference to stories and other tales. By far the biggest piece of evidence to this is Jack literally reading a book that is strongly hinted to be Red Harlow’s story.
At best, Red Harlow is a myth or a tale from the old west in the Redemption universe. Akin to a tall tale or fairy tale.
At worst, none of this is even canon to the Redemption games and it’s simply easter eggs left for old fans of Red Dead Revolver and everyone is taking these references far too seriously.

Why would rockstar in rdr1 turn red into someone like uncle? If they were gonna put red in rdr1 wouldn't they make him landon ricketts? The number 1 reason people in 2010 thought uncle was red is because uncle wears a glove on his right hand. That was basically retconned in rdr2 when uncles right hand is burn free and his nose is cut free. Rockstar lost their chance at bring red into the redemption games my having landon ricketts. Rockstar never brings old gen with new gen. Like how we never saw anyone from gta3, vice city, san Andreas in gta 4 and 5. The love fist guy you punch in gta 5 wasnt in vice city. And Lazlow was just a voice in the other games. So red is not uncle. And rockstar would never do that to red anyways
Y’all are basically saying that red Harlow was a myth tall tale so it’s just like red disappeared without a trace and became uncle. Went into hiding. Only explanation and none of you who are saying that it isn’t possible are not thinking about that.
