I think you have to mail it at the train station if you are playing "A Fisher of Fish".

You have to complete the first stage of "A Fisher of Fish", a stranger mission given by Jeremy Gill that becomes available in Chapter 3. Then after you catch the fish you have to bring it to a train station and mail it by speaking to the clerk.
