A Low Honor Arthur probably ties even a low honor John, honestly.
I think the warship Arthur winds up sinking makes up for a LOT of the death he misses out on causing shortly afterwards. Nevermind that he was one of the founding members of the VDL gang.
Buuuut...John does shoot a lot of people in the first game..
Low Honor John is much more cold hearted than Low Honor Arthur.
For example, in RDR 1 you can rob and murder nuns. No matter how low-honor you play with Arthur he wont even point his gun at a nun.

Arthur has def Killed way more people than John,mainly because of his criminal record and overall bounty which is more than 50000, John on the other hand Didnt have a bounty on his head at all by the time he left the gang.
@Tesshu The fact that Milton new Arthur’s name, his backstory, and Arthur has a 5,000 bounty always confused me. Because later on Milton doesn’t even recognize John Marston.
This could mean that John is just more discrete when he commits crimes.
But this could also mean Arthur was a (unspoken) higher rank than John in the gang and Arthur is seen by the Pinkertons as Dutch and Hoseas right-hand-man. So they are just more on the look out for him rather John.
John still lived longer and was involved in a lot of crazy things that required lots of killing.
But if you boil it down it’s really all about how you play the game. Your version Arthur might have killed more people than my version of John but version of John killed more people than my version of Arthur.
Arthur is implied to be Dutch's right hand for the majority of the game. Hosea is basically equal with Dutch, and Arthur is Dutch's Longarm. There is very little doubt that Arthur is one of the key components to the VDL gang, and it would certainly justify a bounty so high.

All of the active former gang members who were alive (except Sadie) were wanted by the law, as a 1907 newspaper states. This includes John. To say that he was granted amnesty in some way is completely false. Just because his bounty is not explicitly stated, that won’t mean he doesn’t have one. Going by that logic, Dutch wouldn’t be wanted by the law because his exact bounty isn’t stated.
^ I don’t think Uncle had a price on his head either. He looked after Beechers Hope while John was away during the events of RDR 1 and it seems the Government left him alone for the most part.
If you're talking about RDR1, John has killed more people, including 2 known members of his former gang (Bill Williamson and Javier Escuella), some agents from the Bureau and two armies (The US Army and the Mexican Army).
In RDR2, I think that Arthur killed more people in the game, depending how you played it and if you've had found and destroyed most of the rival gangs.
Both Bill and Javier are actually optional and not necessarily killed by John (Javier can be captured instead, Bill can be killed by Abraham Reyes). Still, John would’ve killed a lot of people in RDR 1 while Arthur would’ve killed none.
In RDR 2, Arthur would’ve killed more, but John still killed some (and in addition, various people between 1899 and 1907). John would have a higher count overall.
