Tough one between Swanson and Karen.

Bill isn’t that alcoholic, while Uncle drinks fairly often but never seems to get completely drunk.

Swanson is barely ever sober, although that may be due to other substances that he takes. Karen, on the other hand, doesn’t drink that much in the beginning but ends up being almost permanently drunk by Beaver Hollow. I’d overall go for Karen just because she doesn’t have any other substances.
