It's heavily implied by R* that the "canon" (I put the word in quotes because it is r*) ending is Arthur has high honor, and returns for the money for a last stand with Micah. This means he gets a slash over the eye, which would easily mess up any marksman.
The biggest evidence to support this theory is the fact that no matter what you choose in 1899, in 1907 after you get Micah, he has a fierce scar over his eye, even if you stayed with John.

Roosevelt yes I remember the Rhodes gunfight Micah saw the shooter and opened fire I respect that impulse but you’re also forgetting how many of the Grays and the Braithwaites Morgan wiped out (with assistance before you mouth off) and I wasn’t cherry picking Mount Hagen was just the first thing to come to mind. D’you remember Arthur outdrawing Micah at Beaver Hollow, Arthur had his gun out a second quicker than Micah and he had tuberculosis which would slow anyone down (I know this because I know someone who had it and he went from the fastest man in the street to an old man speed) so imagine how quickly healthy Arthur would outdraw Mr Bell and remember how long Arthur has been outdrawing folks, Micah takes cheap shots as you saw when he shot Miss Grimshaw
I’d have to watch it in slow motion to see who’s quicker, and who draws first. Whatever the case, both are so minuscule in their difference that both men have about the same drawing speed. If one is faster, it’s so barely noticeable that it’s not the best piece of evidence to go on.
As for Arthur jokingly saying, “from that range, you’d miss”, that’s completely meaningless as it’s purely some banter to tease Micah and not serious. Even if it was, it’d be completely unsubstantiated anyway as Arthur has single-handedly seen Micah hit people from much greater distances than that by this point in the game, such as in Strawberry and against the O’Driscolls.
In regards to the gunslingers in the “The Noblest of Men, and a Woman” mission, they are past their prime. Granger, Midnight and Calloway are all retired from that life, with the former being almost purely a paper tiger, Midnight having shot someone in their sleep and possibly being drunk at the time of the duel, and Calloway’s exploits seemingly being fabricated (at least, according to Black Belle, and Calloway himself, to some degree). Hernández seems like the best of all these duelists, but even he is likely mediocre given his age. Black Belle appears to be the only one who’s genuinely skilled, but we never see her speed compared to the player. Case in point, saying that defeating these gunslingers is proof of being an elite shootist is not a strong argument. I’m sure many other gang members, including Micah, could kill them in a duel as well.
I wasn't implying I believed Micah could outdraw Arthur (I would personally place them near equal) I was merely disputing the claim you made in saying Micah wasn't a good shot, which was outright misleading in its examples.
Actually @Wagwan piffting23 Jim Calloway has the fastest draw speed in the entire game, you're required to use dead eye to beat him. I'd say that means not all of his stories were fabrications.
That said, of all the Legendary Shootists you meet in that quest line, Flaco IS the only one still running with a legitimate gang.

@H. Roosevelt I just watched the clip in slow motion. Arthur appears to have his gun ready first, but only by like 5 frames max, so about 1/6 of a second. Arthur would likely get the shot off first, but it would be close and probably would end up a draw.
Y a shootout, just throw dyamite, simple unfortunely doesn't work in the final mission
