Dutch is the most complex villian in a videogame. He has his own twisted moral code, that he sometimes fails to follow. He is a deep character, as he constantly struggles with his own nature and his own self inside. He never gives up trying to go back to the old ways, despite accepting that the time of Outlaws and Gunslingers had come to an end. This is the reason why I feel that Dutch is the best villain
