Javier seemed like a reasonable enough dude though he doesn't really stand out in comparison to the rest of the bunch, and by the end of the game his shift in behavior toward the player seems unprompted and you'd expect him to side with Arthur. He even seems to realize the fault in Dutch's guidance as they were coming back from Guarma, but fails to break away from loyalty even when it clearly endangers him and doesn't benefit him in the end. While his firm values can be seen as honorable or admirable they don't mean much when his trust is placed in a madman who turns on his own. Ultimately, he was made out to be a strong and intelligent character, but he was pretty simpleminded. Least memorable of the bunch.
