The stops that the trolley makes are pretty stupid. It goes super slow and walking would probably be faster. Not to mention you probably won't get anywhere.
Besides the shootout, there’s no reason to be on the trolley. Unless to rob.
It’s useful if you wanna go afk while still moving. Although you have the pause button to fix that.
I believe the trolley was a good use of Lemoyne tax dollars. It's useful for the elderly, infirmed, and crippled to get about.
I've only used the trolley out of curiousity or to avoid traffic.
It has it's use in missions.
