Nice find. I think it’s on purpose. Something Rockstar would do to generate conversation. Just a neat little Easter egg.

Or it was on purpose but not to get attention, the cigarette card would look kind of empty without the Empire State Building in the background, just my thought.

The Brooklyn Bridge is in the forefront so the building is in lower Manhattan. Could've stood in for the Singer building but kinds looks like the Met Life Insurance, but that's in Midtown. Either way, both were built in the 1910. I guess it's just a generic tall building.

It’s 100% the Woolworth Building but that was built in 1912 so still doesn’t add up timeline-wise…
