Mine would be Strawberry as it’s small less treaten by gangs and located in woods near a river good for hunting and fishing.
Saint Denis has the most potential as it's a very lavish place if you're rich and have access to all the nice things. But it's very corrupt, the suburbs are quite polluted, and there's a lot of crime and poverty; it's not exactly good for everyone.
Blackwater seems relatively safe and there isn't so much of an issue with inequality. It's also relatively upmarket with good opportunities for getting out of town, like getting the ferry or going hunting in Tall Trees. For those reasons, I'd choose it.
Strawberry wouldn't be too bad, very clean air and nice surroundings, not too much crime, although the town is small and quite boring so having a good life there is quite reliant on liking an outdoor lifestyle. There isn't much versatility.
Tumbleweed is ridiculously hot, dying due to a lack of railroad (which also means transportation is a pain) and there's a fair bit of crime, so as much as I love going there, I wouldn't want to live there.
Valentine is okay but lots of farming. Everyone says the place stinks and, like Strawberry, it's reliant on liking an outdoor lifestyle. Compared to Strawberry, it trades a better drinking scene/in-town activities for more crime and disturbances.
Annesburg is by far the worst, in my opinion. All men who work there are miners who have severe lung problems and coughing fits, are treated terribly, the housing is horrible, it's polluted with chemicals, there's not much to do otherwise... the list goes on. It's really not a good place to be.
Blackwater is a well balanced town that has opportunities. It also doesn't have a lot of criminal/outlaw activity.
Definitely strawberry it’s less targeted by gangs and it’s not too big like saint denis where there is fog basically everywhere
Blackwater because I don't want to live in a big city like Saint Denis but I also want the modern luxuries that blackwater has
Well, if a concern for safety was at the front of your mind, you can forget it because remember, its the wild west and no one was ever guaranteed to be safe. My personal decision would be Valentine.
Saint Denis, being a big city, probably has more going on in it than anyone would be comfortable with. Aside from all the thieving, ally murders, and, on a more mellow note, the noise, if you’re gonna settle down somewhere, I couldnt think of a more inconvenient place to settle down unless you’re filthy rich.
Blackwater could be a good alternative to Saint Denis if you still want the city look, but it is a city in development, and doesnt really fully fit the cowboy vibe of the game.
Valentine is a livestock town. Good temp. Near plenty of forest to go hunting and theres still plenty to do without all the noise of a city. Albiet theres still the gangs and the rougher people there, but like anywhere else, you’ll find that there.

Strawberry is a great runner up to valentine. Its great for hunting, but there are bears. And skinner brothers. I guess you could mark that down for blackwater too.
Annesburg is a last resort. Its nobody’s choice. Nobody with the option of living anywhere else would live there, and it appears everyone knows that.
Saint denis seems terrible to live in. Blackwater is like the perfect city no gang activities and seems like middle class live there, where as Saint denis you would only benefit if you were rich. Second option would be strawberry though
Saint Denis ALL the way. My reasons, you ask? Well: The theater (The one with the live performances), The tailor, the tram/trolly, train station, news papers, trumpets, boats, and other small details
Blackwater 100%. It was by far the most advanced city in RDR2, simply because it had almost everything that you need, and was a fraction of the size of Saint Denis. The only thing Blackwater doesn’t have that Saint Denis does is a Gunsmith, a Fence, and a Trapper. It also doesn’t have Poker to my knowledge.
