Important mission disappeared

I have ecountered a real irritating thing. One mission just disappeared from the map. I just finished the mission where you fly the balloon. But the following mission with Sadie won't show on the map. Am I missing something? Is there another mission I have to complete for it to show?

I have been playing both day and night and it still doesn't appear. I have also traveled to the dock where Sadie is supposed to be and she isn't there. Do I have to complete the mission with Dutch for it to appear?
