I’d have to say Dutch because he went crazy. Micah was just a scumbag. And Bill and Javier could make their own decisions and decided to side with him.

I think Javier. He was neutral all the RDR2, and only reason that he side with Dutch is because he was loyal to him after he save him.

Dutch in RDR1 is horrifying, but I still respect the man he once was. And I miss his infamous charisma, so therefore I feel most sorry for Dutch.

Javier definitely isn’t as bad as everyone says he is.

Dutch and Micah are both evil, especially Micah.

Bill was never really able to see sense and was incredibly insecure, desperate to prove himself and get revenge on the people who made him feel bad when really that was a him problem. His gang's actions in RDR 1 show that he became deranged and nihilistic, much like Dutch, and as such I'd call him evil too, albeit eventually.

I can forgive Javier's actions in 1899 as he did try to stay neutral. In RDR 1 though, he works for Allende, is presumably an ally of Bill, and overall seems to be a shadow of his former self - having failed to even seek redemption and an embodiment of decadence.

I felt more sorry for Dutch the first time I played, but after RDR2 I felt worse for Javier. Dutch still has a more sad destiny.
