Well, this is the Red Dead fandom so obviously the poll results will lean towards "Yes", but I'd say he is one of them, not THE ultimate one 🙃

He's in my top 3 with Geralt of Rivia and Edward Kenway. I like him more than John, even if John's story is more interesting.

Is he the best of all time though? That would be a big claim to make, especially as he's only in one game. I think he's very good but would stop short of saying best ever.

Personally i think jack cooper is barely better. Backstory wise and death wise Arthur is better tho

He’s one of the best but I prefer the opposite storyline of Jin Sakai -falling into darkness- as it is in my opinion a bit more interesting and complex.
