Each of them have their strengths. In my personal opinion, Arthur would beat all of them, with the possible exception of both Charles (who's on par with Arthur in terms of physicality) and Bill (who was in the military and possibly have some skill in H2H).

I do think that Arthur without TB is the strongest among these, but I do also think that John is pretty close to him. He got shot in Blackwater, survived starvation and freezing and almost got eaten by wolves without dying

One time I set Charles on fire to skip rowing to butcher's creek. He burned for a good 30 seconds before dying. Absolute chad.
