I personally like Milton he gave the gang multiple chances to turn in dutch and go live their own lives because Dutch was all he was interested in he tried playing good cop for awhile before finally deciding to go the lethal route and he straight up says exactly what Arthur is a street kid turned into a degenerate outlaw by a man with a silver tongue guy knew what he was doing and was reasonable at the start that’s more than I can say for Ross
