Police Chief Benjamin Lambert was directly involved with a mob, Sheriff Gray only worked with other Grays until the end of chapter 3. I'd say Lambert was the most corrupt lawman.

Definitely Lambert. He’s got strong ties to the Italian Mob, and is basically Bronte’s Puppet. Gray was corrupt in the sense of whatever illegal activity the Gray’s committed, he turned a blind eye to since that’s his family.
