It’s really tough to say. In RDR1 it’s said that he was involved, but in RDR2 he’s never mentioned once. My theory is that since RDR1 was written well before the second game, R* had planned for him to be involved but due to the passing of the Voice Actor who played Landon Ricketts, I think the idea was scrapped, which is why he’s not mentioned as being involved in RDR2.

He does get some mentions, so I don't see the point of your theory.

I’ll elaborate. My point is in RDR1 he is mentioned as being part of the Blackwater Massacre. However in RDR2, he is not mentioned as being apart of it, and the way the story was told in game, it was the Van Der Linde Gang Vs. The Pinkertons and Blackwater Police. I’m well aware that he is mentioned in the game in general, but as part of the Massacre itself, he’s not.
