Most of you are going to vote for Micah but just remember that Catherine Braithwate kidnapped Jack.

And Micah Bell would kill a child if it means leaving no witnesses.

Micah is overall a nice person, even if it is a fake persona to hide his manipulation tactics, Catherine is very upfront about her distaste for the gang and admits to kidnapping Jack, that's just the way I interpret the question

Catherine's kidnapping of Jack was harsh, but none of that would have happened if the gang stayed out of both the Gray's and Braithwaite's hairs. Now Micah on the other hand, is entirely ruthless. He has killed a little girl that one of his lackeys tried to save from. In fact the entire family.

I think Catherine was just insecure and wanted to appear as someone to be scared of, but Micah was pure evil. He killed an innocent little girl and had no remorse.
