If you need you can set up camp since there aren't any nearby towns besides Strawberry to have multiple attempts at getting the cougar to spawn

Another spot is along the hillside road leading to the Trapper in Roanoke Ridge just watch out for Timber Wolves that have a high spawn rate in the area
