Recently Rockstar said that they won't update RDO anymore. After that a new glitch appeared. You can't use stables, but since Rockstar won't update you cant do anything with your horse(upgrades Etc ...)
By recently, I think you mean over a year ago. Rockstar has abandoned RDO for a long while now.
