Dead Eye isn't really something you can learn per-se, it's more of a representation of the protagonists sharpshooting skills.

As far as I know, Dead Eye doesn't actually exist in a story-sense. It's only a gameplay mechanic

Years of experience shooting and reading the room/environment. Also the alcohol and nicotine as these are what replenishes the ability.
