Thats not how cities and towns work. It depends on population size and to an extent land area, not if the religious structure is a tiny church or the Notre Dame.

The characters in RDR1 repeatedly call it a town, not a city, so it's a town. The "city" categorization on the Blackwater article should definitely be reverted.

@Tre Olds that article will probably be changed, so I wouldn't hold much credance to it to be honest.
