Literally just played this mission yesterday. The First Shall Be The Last hadn’t even unlocked yet, so no, he saw Arthur before the game starts.

Jimmy literally says he saw him "A few weeks back" and you can choose to do the mission (all of which takes place in West Elizabeth, not Blackwater) after meeting Jimmy.

Wtf kind of theory is this?
