Personal opinion, the strongest physically is Charles.

Sure, damn if Arthur was strong as we could see in the fight at Valentine against Tommy (he even caused him brain damage) but Charles is physically a big shot, think that he managed to grab Micah and throw him to the ground,is 6'4 and weighs approximately 280lbs, he's massive with high body fat but even higher muscle %,also judging that the times he won in the fights in Saint Denis when there were bets (you can watch a fight in the epilogue) and also take into account his physical appearance, in my opinion, he is the physically strongest.

Charles is the most talented fighter out of all the Gang members especially in hand to hand combat.

Micah is by far the meanest and his savage demeanour carries him far in combat in general

Bill is the biggest, has military training and experience and is the best shot with a rifle I reckon out of all the gang

Dutches long years of experience, Cold menacing disposition and great skill with his revolvers makes him a deadly adversary

Javier is both an experienced insurgent, bandit and fighter in general
