Personal opinion, the strongest physically is Charles.

Sure, damn if Arthur was strong as we could see in the fight at Valentine against Tommy (he even caused him brain damage) but Charles is physically a big shot, think that he managed to grab Micah and throw him to the ground,is 6'4 and weighs approximately 280lbs, he's massive with high body fat but even higher muscle %,also judging that the times he won in the fights in Saint Denis when there were bets (you can watch a fight in the epilogue) and also take into account his physical appearance, in my opinion, he is the physically strongest.
