They are never going to add online stuff into singleplayer. Why let people enjoy it for free when you could potentially fleece the impatient or time deprived for a few bucks.

I feel like more could be done with Dutch's gang, but I'm tired of it. There's a lot more they could explore with different places and time periods. And regardless of what the next one is they will most likely still use the redemption tagline due to its marketability regardless of the theme of the game.

Most likely not. Full expansions are time consuming and not guaranteed to be profitable. They can make more money from microtransactions.
