I believe that after the heist in Saint Denis, John is less wanted in West Elizabeth, because he was arrested after that. By escaping from the prison, he clearly became a dead man in Saint Denis. But that's a tough question. Why he would go to West Elizabeth? Maybe, he should move to Valentine, or go to New Austin. Or maybe go to Tahiti, anyway.
John had the better redemption, because at that moment, he wasn't an outlaw. And being honest, I think Arthur would have tried to get John out of the gang regardless of he being sick or not, since he noticed that Dutch's behavior was changing, and that the life of outlaw wasn't perfect for him and John. Arthur's loyalty was more louder than his own moral code. By the middle of Chapter 3, he got into an argument with Dutch because the same was trying to get revenge, but Arthur wasn't favorable for. When they were in Guarma, after Dutch killed that old lady, Arthur questioned him why he kept killing people, which he told that he's trying to make sure that some of them survive.
