I felt like Javier and Bill needed the most development and screen time. They had such a prominent presence in RDR1, but RDR2 reduced them to very minor roles in the story. Based off of dialogue in the first game, I always thought that Bill and Dutch were a lot closer since everyone who John knew from the gang (including Uncle) referred to them in the same sentence, implying that they had a much deeper partnership. Like Bill was his second in command or something like that.
It’s not on the list, but I would’ve loved more focus on characters like Bill, Javier, and Abigail. I feel like most of them got sidelined from the story in favor of developing newer characters. I think had they replaced Hosea and Micah with Bill and Javier, there would’ve been less lore discrepancies between both games. I mainly think Bill should’ve taken Hosea’s role since the first game always referred to Dutch and Bill in the same sentence, making it seem like they had some kind of deeper partnership. Javier would’ve replaced Micah since John said in the first game that the two of them lost their minds in the final days of the gang.
