@RushW try "disable guarma sniper" and "disable new austin sniper" and "never wanted" all at the same time it should work
@RushW my personal setup with rampage is this: godmode-on, cores never drain-on, never wanted-on and most importantly: disable new austin sniper- this does the trick. these settings are in "player", "world", and "miscellaneous" menus

use rampage trainer, iit has an option to disable snipers and pinkertons and any other form of law

ik its a little off but. i think that low honor arthur should've survived but he wouldn't be so close with john and wouldn't agree with John's statements about dutch and wouldn't help him escape, he would kill micah over the money in the cave and disappeared with the money. high honor arthur would do everything right: help tilly, trelawny, jack, sadie and john and wouldn't survive the fight with micah ( and even if he did, would get shot by dutch). so in my opinion low honor is your "arthur lives, no plot hole" situation
