As with all similar items, the Arrowhead is not used in the game beyond unlocking a showdown character and journal page.
The store description references the Black Elk Tribe, of which Standing Snake was a member. The other tribe noted in the description is the Red Wolf Tribe.

Merchants[]
The Arrowhead can be purchased from the Shop interface at the start of the mission "End of the Line". If not purchased, it is not available subsequently during the current game.
Standing Snake can also be unlocked by earning an Excellent rating on the mission "Bear Mountain". If unlocked in this way, the Arrowhead will show as sold in the Shop interface.
