Cecil Fowler is a minor character featured in Red Dead Redemption 2 and Red Dead Online.

Background[]
Fowler runs the Welcome Center in Strawberry, Big Valley in West Elizabeth. He can mention that it was Mayor Timmins who convinced him to move there.
Fowler is also friends with Glenn.
Events of Red Dead Redemption 2[]
In the mission, "Gainful Employment", when John Marston and Sadie Adler pursue the bounty target Nathan Kirk, a New York banker wanted for embezzlement, the player can question Fowler on Kirk's whereabouts.

- Cecil's first name is revealed in the Naturalist Role intro cutscene, when Gus Macmillan asks Glenn about the whereabouts of him and Glenn tells him that he took a few days off due to stress.
- In Single Player he's labelled as a "Clerk".
- According to his dialogue, Mr. Cooper is "a bit of a troublemaker".
