Nothing is known of Cecil's background. However, he appears to be a shopkeeper or more likely traveling white-collar professional judging from the fact that he wears a visor, glasses, and a suit.
Interactions[]
Cecil can most often be found on the blue train line in Blackwater or Manzanita Post. However, he has also been known to frequent Pacific Union Railroad Camp. There, like with Blackwater and Manzanita, he will work around the train station and telegraph office. He carries a rifle and will fire on the player if they attempt to rob or threaten him. However, he is more prone to fleeing from danger.
