Charlie Hinkle is an infamous pistolier wanted for grand larceny. The player, upon collecting his wanted poster, can pursue Charlie and his companions to a remote location, where they have the choice to either kill or hogtie him and turn him over to the authorities of the nearest settlement for a reward.
He wears a dirty yellow jacket over a dark vest and white shirt, and a worker's cap. He has thin dark hair and a trimmed mustache or goatee.

Charlie appears as an enemy outlaw during the Tumbleweedgang hideout in Free Roam. Along with other unaffiliated criminals, he will organize bounty hunting gangs to pursue the player if they attain a bounty for criminal acts in West Elizabeth.

His wanted poster shows him wearing a cross and necklace similar to that worn by Alden Renshaw, but in the game, he instead wears a red bandana identical to Rufus Starkey's.
