Cliff established his Saloon in Valentine at some point prior to 1898.

Cliff can be seen tending to his saloon and offers the protagonist beer and whiskey for 50 cents each.

Horseshoe Overlook Chapter[]
Cliff can be seen for the first time at the beginning of the mission "Americans at Rest" pouring out drinks to Javier, Charles, Anastasia, and another woman. He later hides behind his bar when the fight starts.
After that mission, the player can buy beer, whiskey, beef stew, and lamb's fry in his saloon.
In the mission "A Quiet Time", he is seen again serving his customers. When Arthur arrives at the bar, he tells him not to cause trouble again in his saloon, to which Arthur reacts by buying him a drink.
Beecher's Hope Chapter[]
In 1907, an older Cliff can be seen once again cleaning his bar in the mission "Gainful Employment". After being mildly frightened by Sadie attacking two men harassing her, Bubba and Jeb, he pours her and John a drink.
Later on, during the credits after "American Venom", Cliff is seen being questioned by Bureau agents Edgar Ross and Archer Fordham on the whereabouts of any remaining members of the Van der Linde gang, to which he responds by directing the agents towards Morris Peyton and a woman seated at a table across from the bar.

Trivia[]
- If the player kills Cliff or knocks him out, his saloon will be locked and physically boarded up, rendering it inaccessible for a few days.
- During a short conversation, Jon mentions his first name to be Cliff.
- His last name is only revealed in the files as it is never said by anyone in-game.
- Cliff can sometimes be heard talking about Saint Denis, mentioning that he has a family there.
