As with all similar items, the Drink Tray is not used in the game beyond unlocking a journal page. The store description references the fact that while Hanz Kenyon owns the saloon in Brimstone, Cheryl-Lynn controls Hanz.
The Drink Tray can be purchased from the saloon in Brimstone after completion of the mission "Freak Show". If not purchased, it remains available during subsequent visits to Brimstone.
