Howard is a resident of Saint Denis. He established his Saloon at some point prior to 1898.

Howard offers the protagonist beer for 50 cents and whiskey for one dollar.
Events of Red Dead Redemption 2[]
His saloon becomes available to the player at the beginning of the second chapter after the mission "Eastward Bound". He offers the player beer for 50 cents, whiskey for $1 as well as Lobster Bisque for $3 and Prime Rib for $5. His saloon also offers baths for 50 cents as well as a room for $1
Saint Denis Chapter[]
Elijah makes an appearance at the start of the mission "The Joys of Civilization", where he is seen having a conversation with some of his guests. After Arthur calls for him, he will continue talking for a short period of time until he comes over to Arthur to serve him. If the player calls him a second time, he will be ready to take his order immediately. Arthur then orders a whiskey for himself and for Howard. When Arthur asks him out about Angelo Bronte's whereabouts, Howard refuses to answer his question by telling him to leave it, to which Arthur reacts by stepping away from the bar.
On multiple occasions, Lillian Powell can be encountered in his saloon. When talking to Howard, she will often refer to him as "Tom", to which he will react with annoyance.

- He is the only bartender in the game who sells whiskey for $1 instead of the usual 50 cents. This is because he claims it to be the "real stuff from Scotland".
