Hal is a Newspaper salesman in front of the saloon and the plaza and can commonly be found in and around Blackwater. However, he has been known to frequent multiple locations throughout New Austin and West Elizabeth on horseback. He can also do odd NPC jobs, like work on a machinery, go to shops, or, at MacFarlane's Ranch's case, sit around a fire and listen to violin or banjo music. He can also be encountered selling newspapers at Benedict Point, or sitting at the table with the other residents. Otherwise, he may be found selling newspapers at the Manzanita Post.
Hal may be encountered in the Kidnapper random encounter, in which he is making off with a hogtied woman over his shoulder at Thieves' Landing. The player can either intervene, saving the woman and gaining honor, or do nothing and allow Hal to escape with his victim.
He also wears the same hat as Trent Oxley and shares a similar outfit, the newspaper seller at MacFarlane's Ranch, so the two can often be mistaken from a far.
