As with all similar items, the Hammer and Anvil is not used in the game beyond unlocking a journal page. There is no obvious connection between the item and the character whose journal page is unlocked.
The Hammer and Anvil can be purchased from the Gunsmith in Brimstone after completion of the mission "Rogue Valley". If not purchased, it remains available during subsequent visits to Brimstone.
