Hector Fellowes is a character in Red Dead Redemption II.
Background
Sometime before 1899, Fellowes established himself as the newspaper tycoon of Saint Denis, and generated a strong dislike for Mayor Lemieux.
Events of Red Dead Redemption II
Arthur is blackmailed by Mayor Lemieux to intimidate Hector into giving a large donation to charity, in order to build a new library. Arthur will ride up to Fellowes's carriage, and board it. Once inside, Arthur will ask him to donate to the city for the library. Fellowes will at first refuse, which results in Arthur grabbing him and holding him out over the road. He will then cave in, and Arthur will ride away after reminding him to send the check promptly.
