As with all similar items, the Kerosene Lamp is not used in the game beyond unlocking a journal page. The connection between the lamp/store description and the character is not clear from his journal entry.
The Kerosene Lamp can be purchased from the Gunsmith in Brimstone after completion of the mission "Railroaded". If not purchased, it remains available during subsequent visits to Brimstone.
