Lee Siu-Lung is a Chinese Immigrant. He makes a living as a treasure hunter in various parts of New Austin and West Elizabeth.

In New Austin, Lee Siu-Lung can most often be found in Thieves' Landing, where he plays Poker. He can also be seen working at the local horse corral. In Blackwater he sometimes appears on horseback riding through the city streets.
