His character is a direct reference to the unceasing corruption from just before the start of the Civil War to the turn of the century. Local governments were bought and sold by wealthy persons as you would vegetables from a grocery store. A good example of the politics of the time would be Boss Tweed of Tammany Hall in mid-19th century New York, or similar to the politics seen in the Martin Scorsese film Gangs of New York.
