Norman Leathers is the bartender of Blackwater Saloon. He appears to have a relative, Myra Leathers, buried at Blackwater Cemetery. Based on his surname, it's possible he is related to Hugh Leathers.

Norman can always be found behind the counter in his saloon or walking around it. Sometimes, he will wander outside his saloon for a smoke break or talk with citizens near the theatre. Additionally, he may talk to the Poker players outside his saloon.

Furthermore, he is commonly mistaken with Milford Weaver, who shares a similar outfit. However, the two can easily be distinguished by their voice.
Norman Leathers will sometimes comment, "The bandits in this town just keep getting worse... I blame the moving pictures myself", which could be a nod to real-life disbarred lawyer Jack Thompson, who became famous for campaigning against the Grand Theft Auto series and Take-Two Interactive, believing the prior to be inciting acts of violence amongst juveniles who play those games.
When mentioning Abraham Reyes' victory over Ignacio Sanchez in Mexico, he will mispronounce his name as "Reys". These types of mistakes with foreign names were common back then.
According to the PED files using trainers, his name is revealed as Norman Leathers.
