Norris can be seen working at the general store in Blackwater, S. M. Neely Ship Chandler and Grocer, in 1911 and 1914. It was previously seen being run by Sam Neely. He also appears to be a serious gambler, and has a relative, Captain Maxwell Laskey, buried at Blackwater cemetery.
Events of Red Dead Redemption[]
Norris can usually be found manning his store, where the player can buy and sell various items. He will usually stand behind the counter or sweep the floor with a broom. Occasionally, he will be robbed by a member of Dutch's Gang, and appeal for the player's help in catching the thief. When not manning the store, he can be encountered reading a newspaper on the bench outside his store or walking the streets of Blackwater. However, he is also known to spawn at the Blackjack table in the saloon, usually playing with fellow shopkeeper Jung Fook-Sing. After working hours when he closes his store, he will go to the saloon for a smoke.

Sometimes, he can be heard spouting the benefits of various products, presumably ones he sells. One of these includes the Apollo straight razors, who are also mentioned in the Newspapers.
He can be heard saying about a Chinaman getting run over by a horse-drawn carriage.
In fact, Norris likes to gossip a lot about numerous topics in general, in kind of similar way Wilton Glover, Tobias Finkelstein and some other NPC's do.
