Events of Red Dead Redemption 2
Phineas can be found sitting on a bench outside Flatneck Station, smoking beside an open box. He calls over the player and explains that he has a hobby of collecting Cigarette Cards; cards that can be very valuable if a certain collection is completed.
He tells the player to search for these cards, and if he completes a collection, he should mail them to Phineas for a cash reward.
