Rafael can most often be found around Casa Madrugada and Chuparosa, frequently loitering inside the cantina. Alternatively, he can be encountered smoking on one of the benches in Madrugada. He can also be encountered at the Fort Mercer gang hideout, but he will be hostile even if the player is wearing the Bandito Outfit due to his alliance with Leon Galindo. Rafael can also be seen in the random encounter - "Fate of the Stagecoach". The player can choose between helping the travelers or Rafael and his gang.

- Rafael, Yago Alejandres, and Arcadio Gamboa are the only banditos that do not appear as a bounty target.
- He is the only bandito to wear a poncho.
- Rafael can actually speak fluently English, similar to Geraldo Elisaldez and a few other criminals, but prefers to speak Spanish just to mess with the player.
